The ICS utilizes a programmable board for restrictive control of individual circuits; this allows the designer the ability to provide multiple level, restrictive control of single or dual output circuits.  In many cases systems have to be designed on an individual basis with a variety of manufactures products pieced together; generally involving a number of  different disciplines.
